Toccoa City Commission Approves Moratorium on New Facilities for Drug Treatment

The Toccoa City Commission adopted a moratorium that allows the city to decide if they should regulate the location of facilities that may be classified as a halfway house, a drug rehabilitation center, or a facility for the treatment of drug dependency.

City Manager Billy Morse presented the item to the Commission at its regular scheduled meeting on Monday.

Morse says the moratorium will be effective upon the adoption by the City Commission and remain in effect until September 30, 2021.

Commissioner Terry Carter asked if the existing drug rehabilitation center Miracles Happen, which is planning to move locations, would be excluded from the moratorium.

City Clerk Fredda Wheeler says it would be considered an existing facility that working with the city and would be excluded.

Commissioner David Austin made a motion with Vice Mayor Jeanette Jamieson seconding the motion.

The motion was approved unanimously.
