Three Lavonia Police Officers Receive Life Saving Award

Three Lavonia Police officers are sporting new pins on their uniforms for their heroism in two separate incidents.

At this month’s Lavonia City Council meeting, Police Chief Bruce Carlisle recognized officers Brian Neal, Ezra Segars, and Lt. Wayne Mitchum.

In making the first presentation to officers Neal and Segars, Chief Carlisle recounted the events that led to their award.

Carlisle said on June 24, the officers responded to an incident of an apparent drug overdose and were able to administer Narcan and keep the victim alive until EMS crews arrived.

“You continued with CPR until Franklin County Emergency Medical Personnel arrived,” Carlisle said. “Prior to being transported, the victim regained consciousness and began to speak. I commend you for your actions during this critical incident and your eagerness to execute the lifesaving training that has been afforded to you,” Carlisle said.

Chief Carlisle noted this was the second such medal of heroism for Officer Segars.

The second incident involving Lt. Mitchum was similar, according to Carlisle.  On May 1st, Lt. Mitchum responded to a traffic accident in which one of the victims was unresponsive.

“During you initial assessment you determined the victim was in Narcan to counter the effects of an opioid overdose. You immediately administered the medication and with the assistance of other officers on the scene, extricated the victim from the vehicle and began cardiopulmonary resuscitation,” Carlisle began.

After emergency personnel arrived Carlisle said it was determined the victim needed more help.

“It was determined that a second dose of Narcan was necessary. At their discretion, you administered a second dose. I commend you for your actions during this critical incident and your eagerness to execute the lifesaving training that has been afforded to you,” he said.

Carlisle noted there is a serious opioid problem in our area and commended his officers their hard work on behalf of the citizens of Lavonia.
