Martin Man Indicted in Franklin County on Murder Charge

The Franklin County Grand Jury has indicted a Martin man on one count of Felony Murder and one count of Distribution of Methamphetamine.

According to the indictment on May 8, 2023, 53-year-old Julius Scott Dorsey caused the death of 40-year-old Lisa Milligan who died after he allegedly furnished her with methamphetamine.

Milligan died after consuming the meth, according to the indictment.

Methamphetamine is considered a Schedule II Controlled Substance and inherently dangerous.

Count 2 of the indictment charges Dorsey with the offense of Distribution Of Methamphetamine in Franklin County on or about the 8th day of May, 2023.

According to the indictment, Dorsey delivered and distributed the meth with a weight of less than two grams to Milligan.

Dorsey has a long criminal history. He was arrested in November 2023 in White County on a probation violation and is a Georgia State Prison.
