Hart BOC Votes to Bid Out Courthouse Grounds Maintenance

Hart County Commissioners have voted to put out for bid the landscaping and maintenance of the Hart County Courthouse grounds.

Earlier this month, volunteers and members of the Kiwanis Club, the Hartwell DDA, and Main Street came together to mow, and generally spruce up the grounds in the center of downtown Hartwell.

Some citizens had complained to the County recently about the poor condition of the grounds.

At their meeting earlier this month, County Administrator Terrell Partain said he’s been having trouble finding a groundskeeper or landscape company willing to contract with the County because they don’t have the staff needed.

Additionally, he said the County no longer has access to using inmates at the women’s prison due to COVID.

Tuesday, Commission Chair Marshal Sayer recommended putting a bid packet together and contract the work out.

Commissioners Teasley and Bennett agreed the courthouse grounds need regular maintenance.

However, Terrell Partain pointed out that he currently hires lawn maintenance people on a pay-as-you-go basis and a bid packet would involve a one-year contract.

Terrell admitted though that some bushes around the memorial need to be replaced and new mulch needs to be put out around the flower beds.

Commissioner Joey Dorsey noted lawn and landscaping season is coming to an end with the fall weather and the County should wait until next spring to bid out the work.

So he suggested continuing with volunteers and perhaps jail trustees.

After more discussion, Commissioner Mike Bennett motioned to have the County Administrator put together a bid packet for the Board to review at their next meeting.
