Franklin BOE Approves Construction GMP for New Elementary School

The Franklin County Board of Education has approved the construction contract for the new elementary school.

At their called meeting last week, Acting Superintendent Chuck Colaquitt recommended approval of the Charles Black Construction Guaranteed Maximum Price (GMP) for the new Franklin County Elementary School.

“The GMP is $25,506,840 for a 93,550 square feet elementary school. The project will be funded by bonds sold in anticipation of SPLOST VI receipts and $1.2 million in state capital outlay funding,” Colquitt said.

Colquitt added that they will pay the capital outlay and then send that statement to the State and the State will reimburse the school system $1.1 million.

The guaranteed maximum price is a standard project management tool for keeping costs low, and refers to the highest amount of labor, materials, and profit costs the contractor can charge the customer in the construction industry.

Board member Kent Hall asked whether vendors hired by Charles Black Construction would still be responsible even if they went out of business.

Colquitt said the vendor putting in a piece of equipment such as an HVAC system would be responsible for covering the warranty.

In other business, the Board also approved a SPLOST VI bond expenditure not to exceed $477,537.88 for Breaux & Associates architectural fees for the new elementary school.

The amount Colquitt said, includes an invoice for the month of April and encompasses all future work that will need to be completed during the construction process of the new elementary school.

The Board passed both recommendations unanimously.
