Ms. Elta  Howard Proctor, age 95 of Hartwell, Ga., passed away peacefully on Sunday, June 12, 2022 at AnMed Health in Anderson, SC. The family of Elta Proctor will host a memorial service on Monday, June 27, 2022 at Six o’clock at the home, 68 Benson Street in Hartwell to celebrate her life.
