New Transportation System to Increase State Revenue to Franklin County

Franklin County’s Senior Center will be using a new transportation provider.

At their meeting last week, the board of commissioners voted to approve a contract for transportation reimbursement services with  T&T Transportation.

During their work session June, 25th county manager Billy Morse said funding for senior transportation will no longer come through Legacy Link.

“The group we used to use (Legacy Link) will also contract with T&T Transportation in order to receive their funding,” Morse told the board.  “It also my understanding that the Georgia Mountains Regional Commission will be approved as the new management agency.  So, Franklin County needs to approve this contract with T&T Transportation if we expect to be reimbursed for our transportation services.”

The decision to switch to the new service provider comes from the Georgia Department of Human Services.   In a letter to the county, Morse said the GADHS believes the move will generate more revenue for the county. 

As of July 1st,  GADHS is providing coordinated transportation services for all GADHS consumers in the Region 2, 13-county area.  Franklin County has until now, provided transportation soley to the Senior Center. Under the new plan, a transit bus will also pick up TANF (welfare) clients, take their children to daycare and TANF clients to work.  Seniors would be picked up afterward.

GADHS Regional Transportation Coordinator Cheryl Herrington, projects 3,889 one-way trips for the Franklin County Senior Center for the period July 1, 2013 to June 30, 2014, with a monthly reimbursement rate of $6.50 per trip. Herrington said that would generate revenue of $27,277.78 for Franklin County.

At their May work session, the board heard from the GADHS transportation representative Perry McMillon, who explained the new system to the commission, but confusion over the reimbursement formula led the board to delay their approval until last week.

Morse said the county however would still contract with Legacy Link for other services for the Senior Center, such as food service.
