Franklin County Hires New County Clerk

Franklin County has a new county clerk.

Franklin County manager Billy Morse said the selection came from inside the county administration.

 “It is Elaine Evans,” Morse said. “Evans is currently our Personnel Director.”

Evans begins training for her new job this week with current county clerk Laverne Hilley.  Hilley is retiring at the end of the month after 15 years with the county.

At their work session last month, the board had approved a plan to use a five-member subcommittee to review the more than 40 resumes that came in, in addition to having the commissioners also review the applications.

One of the biggest criteria for the new county clerk was an ability to work with the county’s auditors and to be able to help work on the annual budget.

Though Evans has been working in personnel for Franklin County, Morse said she brings with her a background in finance.

 “She has been a critical part of our team here at the county offices,” he said. “She has an Associate Degree in accounting. She’s very familiar with the finances of county and will be able to do a great job for us.”

What appeared at the time to be a lengthy process to hire a new county clerk, actually took less than two weeks.  Morse said a quick decision was needed.

 “We didn’t have much time to begin with,” Morse said. “Laverne is only going to be here for a couple of more weeks so we had to act fast. We had 41 applicants and the subcommittee narrowed it down. They turned their recommendations over to the board and they took it from there.”

Hilley’s last day is June 28th. Evans will begin full-time as county clerk the following Monday, July 1.
